UN chief outlines plan to end fighting

UN Secretary General Kofi Annan condemned Israel's "excessive use of force" in Lebanon and outlined a plan to end the fighting amid calls from Saudi Arabia and Egypt for an immediate cease-fire.

Meanwhile, Syria and Russia were discussing Moscow's diplomatic efforts to halt Israel's military offensive, as Moscow said the Israeli actions.
